Following that meeting, Clark contacted the leaders of the member clubs of the two associations inviting them to participate in the decision-making process to approve the merger, draft Bylaws and elect officers. Bylaws were approved in October 2009 and the organizing process concluded with election of the initial ISATVA officers on November 24, 2009.

In August 10, 2009, Gem State ATV Association President Clark Collins and Idaho ATV Association President Bill Jones met in Boise to discuss the possibility of combining the two organizations. They made an agreement that Idaho’s ATV community would benefit from merging the two organizations. They also agreed that the name for the new organization would be The Idaho State ATV Association, Inc. (ISATVA). Clark and Bill also agreed that it would be best for Clark to seek election as President of the newly formed ISATVA.
